Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
Does turning on »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews) and restarting Photoshop have any bearing on the issue?

Really looks like a GPU bug so try what c.pfaffenbichler suggsted.
If turning OFF GPU works, it's a GPU bug and you need to contact the manufacturer or find out if there's an updated driver for it. This is why disabling GPU is an option as more and more functionality moves to the GPU in newer versions of many Adobe products.

Unfortunately this is no proper solution as it invalidates GPU dependent features (like the Rotate View Tool, some Filter acceleration, … for example) but it indicates problems with the GPU driver or the OS.
