I've been having this issue here lately whenever I try to open up a picture and it causes this to happen. Does anyone know a fix?
Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
Does turning on »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews) and restarting Photoshop have any bearing on the issue?
Really looks like a GPU bug so try what c.pfaffenbichler suggsted.
If turning OFF GPU works, it's a GPU bug and you need to contact the manufacturer or find out if there's an updated driver for it. Thank you both very much! Turning off the "Use Graphics Processor" fixed the issue!
Unfortunately this is no proper solution as it invalidates GPU dependent features (like the Rotate View Tool, some Filter acceleration, … for example) but it indicates problems with the GPU driver or the OS.
