I am unable to open or import most files on the iPad Photoshop app. They are greyed out. I have other adobe apps on the ipad. Those adobe apps have no problems accessing files on the iPad itself or iCloud, DropBox, etc,.  I am logged in on the photoshop app.

UPDATE: Turns out it wasn't a permission problem. I was trying to open an .eps file.  The other greyed out files weren't photoshop files.

What file types are you running into issues with? Is this with File open/Import or importting into an existing document? Can you upload a screen shot or video of the issue? What other Adobe applications do you have installed?

Please delete this post.  Photoshop is working fine. I was trying to open the wrong file types.
