Photoshop is not opening when I double click on a tiff thumb in Bridge

Often - Photoshop is not opening when I double click on a tiff thumb in Bridge. 
Then, when I open Task Manager, Photoshop appears in several sessions under Bridge, and the last one is typically using a lot of the cpu capacity. See attached image.

When I delete the last session, Photoshop opens and runs as a Photoshop task.
