Did you do manual remove of prefs? or use the the keyboard mash or through the prefs dialog?
If not, manual, try that:
Restore your preferences using this manual method:
https://helpx.adobe.com/photoshop/using/preferences.html#Manually
Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
If it does solve the problem, I would like to get the folder of settings to try and figure out what is bad with them.

Thank you for your reply.
I uninstalled Photoshop by deleting settings, modules and preferences, it still doesn't work.
I tried your procedure, unfortunately it doesn't work and now Photoshop starts after 4 minutes instead of 2 before.
When I click on the app icon, the loading icon appears next to the mouse pointer, then nothing, and after 4 minutes Photoshop starts.

Very strange. Is there any apps running outside of Photoshop that might be affecting it? Anti-virus, etc?

I am having the same problem.
There are no windows updates available.
Illustrator opens in 1.2 seconds.
Photoshop, however takes about 20 seconds. It seems to tie up the LRPC prevent any app from being launched until it launches (indicating some kind of loop locking the LRPC).
Event viewer spits out this event after photoshop launches (which makes sense that it is after, as, if photoshop is locking up LRPC, it would not be able to submit a event report until it is no longer locked.)
Here is the event details:
The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}
and APPID

to the user MYUSERACCOUNTNAME SID (S-1-5-21-374282947-2861213829-2330704591-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.
I would love to go into com services and fix this, unfortunately, I have no idea where to find photoshop in DCOM as it is not listed under any of the usual suspects (Adobe Photoshop, Adobe.Photoshop, Photoshop)
Some help would be useful. It is clear this is a permissions issue of some sort.

Also, my system:
AMD RYZEN 9 7950X
64GB CORSAIR VENGEANCE DDR5 5200MHZ
CORSAIR MP600 2 TB
WINDOWS 10 64 BIT
Recently installed windows (3 days ago)
All components in this system are less than 2 weeks old and less than 3 months since manufactering date.
Tried removing prefs, reinstalling photoshop, and also the same version of photoshop with the same windows update on my Ryzen 9 3900x System with much lower specs, launches without delay.
