When using the tools on Photoshop a black screen comes up from the bottom and follows my pointer up and down the screen blocking everything it covers. I tried uninstalling and the re-installing but the same issue occurs. Has this happened to anyone else?

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver).

Additional info:
Does turning on »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews)
and restarting Photoshop have any bearing on the issue?
And sometimes this helps:
Go to Preferences > Performance..., uncheck Multithreaded Compositing, and restart Photoshop.
Also try this:
Next step would be to go to Preferences > Technology Previews... and enable "Older GPU mode (pre 2016)", then restart Photoshop
Next step would be to disable the GPU in Photoshop preferences, then restart Photoshop
Also consider updating your graphics driver
