Photoshop keeps changing install language

Photoshop keeps changing the UI language to Finnish, no matter what I try to do to keep it in English. 

 

My creative cloud app is in English, the default install language is set as English, I even changed my windows to English in trying to resolve this. I have uninstalled and reinstalled photoshop MANY times, and although when I first boot up the program, it is correctly in English (Finnish doesn't even show up in the UI settings as an option), the second time I open PS, it invariably pops up in Finnish. 

 

Can someone please troubleshoot this for me? It's incredibly frustrating, as I have always used PS in English, and trying to parse the options in a new version, where things are not necessarily where I'm used to them being, and it really slows down my workflow.

 

I'm on Windows 11 Home 24H2, using the desktop app version 25.12.1

  1. Turn off any unnecessary startup services in Windows. Steps are shared here.
  2. Uninstall both Photoshop and the Creative Cloud desktop app using the Adobe Cleaner Tool. Ensure all related folders are completely removed.
  3. Set your system language to English, then restart your machine.
  4. Reinstall the Creative Cloud desktop app using this link

  5. Once installed, make sure the Creative Cloud app language is set to English.
  6. Reinstall Photoshop and check if the issue is resolved.
  7. If everything looks good, restart your computer once more to confirm the fix.

thanks for the prompt reply.

That seems to have done the trick, thank you very much for the help!

Hopefully your development team can take into account this behaviour in the future, as Photoshop has millions of international users, a large portion of whom like me are used to using the program in English, but may have the need to use some other portion of their system in their native languages.
