Photoshop lag when managing layers

Hello everyone, 

I recently updated my pc to 

Operating System: Windows 10 Pro 64-bit (10.0, Build 18363) (18362.19h1_release.190318-1202)
System Manufacturer: Gigabyte Technology Co., Ltd.
System Model: X570 AORUS ELITE
BIOS: F12f
Processor: AMD Ryzen 7 3700X 8-Core Processor
Memory: 16384MB RAM 

Video: EVGA 1060 GTX

Coming from a similar setting running under intel i5 6600. 
I have reinstalled photoshop correctly but now I get an annoying lag every often when managing my layer setup, as: 
- when moving a layer above or under others. 
- when creating a folder. 
- when moving a layer inside or outside a folder. 

- when expanding or contracting a folder.
Photoshop hangs (no response from any button press, only mouse moving is available) with the hand_pointy_finger cursor (the one you get when hovering over the layers section) stuck wherever I hover the mouse to. I can still alt tab and do everything else on windows but photoshop remains hanged for 10-15 seconds before processing the requested layer organisation change. 
Any solution? This thing really slows up my worflow and it's getting ubearable.

I think this is solved by doing a fix I found for other photoshop errors when using a wacom tablet. It has something to do with windows ink, i'm not sure exactly why, but you can find a fix here:

this disables windows ink, has you create a txt file to ensure you have pressure sensitivity enabled. It seems unrelated at first, but resolved my selecting layers lag issue with photoshop as well. I hope it helps!

This is a user Forum, so you are not really addressing Adobe here, even though some Adobe employees thankfully have been dropping by.

 

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue? 

What have you done for trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Hello, 

I tried uninstalling and reinstalling, I tried turning on/off graphic processor usage and also tried the "use previous engine" (or similar: last tick under performance preferences) thing, none of this worked.

Just to make sure: Performance Preferences changes only take effect after restarting Photoshop – did you restart after turning off GPU-usage?

I'm having this same issue. Attempted to reinstall, attempted turning off GPU usage, restarted. Not sure how to resolve this?

Thanks for this suggestion! I followed the steps in that Windows Ink video and it fixed my issue.

My photoshop was working fine up until a few weeks ago, I'm assuming after a recent Windows update to my computer, suddenly any time I would Alt+Drag Duplicate a layer in my layers panel, I would get major stuttering and performance hitches. I tried updating video drivers, purging the Photoshop cache, but nothing seemed to work except for the Windows Ink fix.
