Photoshop lagging on Windows 11

Photoshop works fine on Windows 10 but really laggy on Windows 11 at them same computer (I have dual OS on my computer). It's laggy even when I am using to edit a small photo (500x500px), or add some text, or open another file or double click to enter Blending Option....Every task can cause a lag. Does anyone have same issue like me? I tried to increased RAM to 90% in Performance Preferences but it seems not work.

My computer specs: 32GB RAM, CPU Core i7 10700K, GPU RTX 3060Ti

You have excellent configuration. Latest Photoshop on Win 11 does not have any problem on my machine with much lower configuration. It works with no problem even with integrated graphic card. Perhaps you are running second OS in virtual machine? I had same problem once running Linux in VM.
