my licience shows active in the admin console but in the creative cloud desktop app and the photoshop program itself, the licience is expired and needs to renew.
please support to solve this issue

Are you signed in with the right Adobe ID in Photoshop? Try signing out and back in and confirm you're logged in with the right Adobe ID. If you still have troulble - open a ticket within the Admin Console for help from the enterprise support team.
