My Photoshop once solved this problem by disabling a tab, but after the update it showed again and I don't remember how I did it before.
Sometimes when I'm editing a photo and I move with the fast cursor of the mouse, it just stays on the basic arrow (the symbol) and I can't click on any other function, it doesn't open any tabs or anything, I can only move the mouse or close the photo.
Can anyone tell me how to solve it?

Could you please share the version of Photoshop (Help > About Photoshop) and the version of Windows on your computer? Are you seeing this issue after the system update or application update? Did you try to re-plugin the mouse?
Just to confirm, this issue happens with a mouse and not with a pen/Wacom?
Please go to Preferences > Technology Previews and check Deactivate Native Canvas. Quit Photoshop, relaunch, and check if the issue persists.
