Okay the thing to try here in my opinion is to uninstall and reinstall within the creative cloud app. If this still isn't working then try the creative cloud removal tool- just google it and use it to remove everything. Then reinstall creative cloud, sign in and install from there. You will need to reinstall any plugins remember. Also don't install the beta version alongside it until you're sure you can get the main version working.

In a first step you should try to reset the preferences of Photoshop using the steps described here:

https://helpx.adobe.com/photoshop/using/preferences.html#reset-preferences

It's recommended to backup your settings before resetting the preferences.

If this doesn't help do a complete and clean reinstallation as @mjphotoinfo mentioned.

Please follow the steps below:

 

If you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here,  https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

Even if Photoshop does not start correctly, the defaults can be reset. There are two ways to do this.

 

  1. Hold down the following keyboard shortcut and launch Photoshop:
    macOS: command + option + shift
    Windows: ctrl + alt + shift

    ... or the other method
  2. Manually reset by deleting the relevant directories directly in Explorer or Finder. 
    macOS: Users/[user name]/Library/Preferences/Adobe Photoshop [version] Settings
    Windows: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings
