Photoshop suddenly decided today that my NVIDIA GeForce RTX 4070 Super is foreign, insufficient, and unsupported:

Reinstall the GPU driver from Nvidia's site.
Make sure to install the newest Studio driver, not the Game Ready driver. Check "clean install" to remove all traces of the old driver. Uncheck GeForce Experience/PhysX, you don't need them.
Once you've done that, reset Photoshop Preferences.
