Photoshop not closing completely

When closed, Photoshop does not end completely.  It still shows in task manager as a background process.  I can find no way to open.  If I end task in TM, I can open again, but same cycle repeats.  

It just updated to 23.5.1.724.  However, this may have been an earlier problem as just before the update, I could not get 'edit in' from Lightroom Classic to open PS.  I am on Win 10, current updates.  I have reset preferences.  I have also uninstalled (retaining references, etc).  None of these worked. 

im guessing a bug, but would appreciate any work around/fix guidance.

A little further testing.  If PS is closed in TM, LR will 'edit in' PS.  After saving, I can then edit another file (PS never closed).  However, if I close PS (but not end in TM), LR tries, but does not send (open) to PS

I have found that if I go into start menu, right click on 'Adobe ps 2022', then 'run as administrator', it will close and also end the background task.  However, if I change in properties to always run as administrator, it does not end the task when closing.  Would appreciate advice.

Cory, going back levels is an unacceptable solution.  This really needs to be fixed.  Based on latest post, it seems to be getting worse, as running as admin no longer solves problem...and running as admin was 'fiddly' anyway!!

Curious @jrsforums if you have tried the latest version and if this still happens? In looking at updates and in v23.5 it appears that this issue was resolved.

If not, please let the team know and we can reopen the issue and dig into this further.

I had gone back 3-4 versions with no help.  Was on phone with Adobe for about an hour....and 23.0 seems to work.  At some point I will need to step forward until I find where it breaks.  Not sure how much changed between then and latest.

at first, I was told PS needed to run as admin to get permission...which has never been the case before.  I hope they fix this.

EDIT:  FYI. Tested further versions.  Works up to 23.1.1.  Breaks on 23.2 and forward.

Updated to version 24.0.1

Now, even running Photoshop as an Administrator does not resolve the problem.   Photoshop 2023 is left running as a background process and therefore prevents the application from opening.

Only way around this that I have found is to use Task Manager to close the background process before trying to re-open the application.

Anyone found a solution yet??

Nope. I apologize my reply is of no help to anyone, I just want to add to the list of those having trouble. I'm running 23.5.3. Have had this exact issue for, I don't know, months. I get tired of trouble-shooting software, so like a zombie I go to Task Manager and END Photoshop. My other work around is to launch LrC, then launch Photoshop, then begin working.

Just call me "Sparky, The Trained Seal." I jump through hoops.

Creative Cloud app notified me this morning that that version 24.1 was available for update. I clicked on the link and was updated. It now reads version 24.1. The site still mentions 24.01. I don't understand either.

I've been having this same problem with both Photoshop 22 and 23 latest versions for many months now. Adobe has yet to address this issue because I don't really think they know how. I'll just continue closing it via Task Manager until Adobe finds a solution. Funny, they don't have a problem receiving our subscription payments every month. They're just like mechanics. You take your car in. They fix what's wrong only to break something else. Photoshop has been broke for years. They keep upgrading and updating, but never repairing. Yet, their stock continues on a rollercoast ride. I know cause I own the stock. Might sell it.
