last month Photoshop started to not play the game. selected images could not be edited. Any command sent the image dancing all over the workspace, got bigger, smaller, pixulated, would not complete anything. Then Photoshop froze and I have to close the program to get rid of it.

Uninstalled program, fresh install, same. Edited preferences, deleted all preferences, same. Graphics card driver (Nividea GT740M) compatible (older driver but diagnostic says it is fine). Tried disabling graphics card in preferences, same.

Nothing has been changed on the notepad, Photoshop has always worked since installing WIN10.

Attached system setup.

I'm not surprised you are having issues.

You have two GPUs installed - NVidia GT740M and Intel HD4600. Neither meet the full system requirement for v23.3 which call for DirectX 12 support (both of your GPUs support Direct X 11)  and 1.5GB Video Ram . Only the NVidia has dedicated VRAM.

You could try following the steps under section 7 at the link below to force the NVidia GPU, however it is still likely that you will need to disable the GPU or at the very least go to Preferences > Performance > GPU Settings >Advanced and uncheck GPU Compositing. Then close and restart Photoshop.
