Which version of Photoshop and OS?
How much RAM and spare hard disk capacity do you have?
Does this issue happen with most PSD files or just this one?

If a problem affects only one image then I wonder if the file has been damaged.
Do you have another copy of the image?
Can you open the image in another application like a basic image viewer?

Sounds like you have a corrupt file, you may have to go back to an earlier backup version – you do make backups of your work, don't you!

the file was sent to me by my designer. it is working properly on his side but have issues here

Please ask for the file in another format; tif can also contain Layers, so that should be an option that does not cause losses, and you can resave it as a psd if necessary. (If it opens at all, that is.)

What have you done for all-purpose trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
