I am using a MacBook Pro 2019 running OS Ventura version 13.0.1. Since last week Photoshop has been acting buggy. When I'd open a photo a green screen would appear. I'd have to close the file and reopen it for it to go away. Then today when I opened a photo, a photo I opened last night would appear, with the gray and while checkerboard in parts around it. I would have to zoom in and out to make the actual photo appear. Also while making a clipping path the path would jump between each point added. Very disconcerting. Then the update to 24.1 appeared today and I updated, hoping it would take care of these problems. But after I installed it and restarted, I am now getting a black box when I open a photo, and I have to zoom in and out several times to get the actual photo to appear. I have several photos to color correct this week and this is taking too much time! What is going on with Photoshop? Why is it so unstable all of a sudden?

Let's make sure we're in a default state and there are no stale settings somewhere:
Restore your preferences using this manual method:

Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in

Thanks, I removed the preferences and seems to be working, but it does work every time I've restarted for a short time. Will see if it acts up again. If so I will be back in touch with my Photoshop System info.
