If your document has layers. Adobe changed "Save As" operation. If a document has layers Save As will only support file types that support photoshop layers.  You can use "Save a Copy "to save the filetypes Save As use to support. Or you can enable "Legacy Save As" in  your Photoshop preferences and use "Legacy Save As" .

Since Photoshop 22.4, Adobe changed how the 'Save As' function works:

Either use 'Save a Copy' or revert to the legacy 'Save As' options via Edit > Preferences > File Handling > File Saving Options.
