Photoshop on a tablet: cursor only changes from an arrow when touching screen.

I'm suprised I didn't see a thread for this already. But when I'm using a tablet on Mac OS and PS, the cursor changes to an arrow when the stylus is not touching the screen. This happens on many versions of PS, with a Wacom and XP-Pen with latest updates for everything. 

Is this expected behavior? It doesn't happen in any other software I use for doing digital art, including zbrush, and other painting apps. 

I saw other users talking about a couple settings, and none of those work. This almost seems like expected behavior and it's really distracting and bad. 

Can anyone help me out?
