photoshop opening with layers pallet and connected iconic panels, hidden

another "fun" thing I'd love to have stop happening in all current versions of my photoshops..... I open photoshop and my tools and layer pallet-including all the iconic panels connected to the layer pallet- are hidden. I'll hit the F key a few times and run through screens and the tools pop back up, but, then I have to drop down the "Window" menu and turn layers off, click out and drop down the "Window" menu, again, and turn layers on, and they pop back up.
This is new, since the upgrade to Ventura. I'm assuming it'll be fixed in a few days as is usually the case, but just putting it up here.

 

This happens in photoshop 2022 & 2023. macOS Ventura 13.0.1
my machine is a 2020 model 27inch iMac, with 3.8 GHz 8-Core Intel Core i7, 128 GB 2667 MHz DDR4, and AMD Radeon Pro 5700 8 GB.
