Photoshop overriding pixel dimensions

Having an issue where Photoshop seems to be overriding my image size pixel dimensions. I've set this artboard to 1280x720 multiple times and it keeps changing it on me. Also, the ruler pixels are way off. I've been accusing my design team of doing sloppy work for months and now I'm thinking it's something else... what am I missing here?

Image Size is not necessarily the same as the size of an Artboard so please provide the psd-file itself and screenshots that illustrate how you created it. 

And please post meaningful screenshots that include all pertinent Panels, Menu, dialog etc.
