Photoshop 'pauses' when navigating tabs/opening files

Every time I open a file or navigate between tabs, Photoshop will become unresponsive for about 3 seconds, after 3 seconds. Every time.

This has persisted through having uninstalled/reinstalled (on Windows), across two computers, and with a new graphics card. The only thing that hasn't changed is the SSD it's installed on.

I've searched and haven't found anything that looked similar, so I'm not sure what to do. It's definitely driving me crazy.
