Photoshop refuses to launch after successful installation

Hello!
I am switching from an old computer to a new one. The new one has the following system information:
- RAM 16GB,
- graphics card 4GB,
- Processor 11th Gen Intel(R) Core(TM) i7 - 11800H@ 2.30 GHz,
- Windows 11 Home, 24H2 (updated).
I can use Photoshop normally on the old computer, but on the new one, after successfully installing
Photoshop, the following information is displayed:
"Some of the application components are missing from the Application directory. Please reinstall the
application."
I have uninstalled and reinstalled Photoshop several times - I have done this in different ways, but the
program still does not work. Please help. Thank you.

@sonja_2945 you haven't mentioned which version of Photoshop you're trying to install, try using the Adobe cleaner tool
