Photoshop Refuses to Open Files

Over the last year I have had issues with Photoshop randomly refusing to open files. Any file, it doesn't matter how you try, 'right click - open with', 'file - open', 'file - place embedded', using the open button at the home screen, or even dragging and dropping a photo into photoshop, nothing works. There is no error message to screenshot, the program doesn't freeze, just nothing happens.

This is now the 3rd or 4th time I've had this issue. Restarting the program or computer doesn't fix it and each time previously I have had to contact support, who have done a remote desktop connection and just the act of having support connect to my desktop somehow seems to fix it, but it always comes back and because I can't show support the issue, I don't feel like it has ever been resolved. 

Searching through the forums on here, I found this issues dates back as far as 2017, with support posts in 2017, 2019, 2022, and 2023. Does anyone know what the auctual problem is and how to resolve it!? I can't keep loosing time.

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

@CoryShubert I tried moving the settings folder per your instructions and it did not resolve the issue. I pasted the requested system information below.

@kevin stohlmeyer everything I have tired today has been from the internal m.2 ssd, just for giggles I tried to open a file from the NAS, it also failed to open.

@CoryShubert I use GeForce Experience, I checked and v531.68, released on 4/18/23 is available and should have auto installed but did not. I just finished updating the driver and boom, works again!
