Photoshop's color theme and ruler is changing appearance between files

Hello, I'm having an issue in which switching between files that are essentially the same is changing the appearance of the rulers and the color theme / workspace background color. Attached is a screenshot showing the two variations.
I have 45 total files with similar background colors that I am preparing for print. All files are 16bit, PSD, Adobe RGB, 300ppi. Some files appear the one way, and other files appear the other. The rulers are not really my concern but the shift in the color theme / workspace background color is affecting my ability to compare the files on-screen. Any idea why this would be happening?

Are you working by opening 45 images at once in Photoshop?

Not routinely, but I did when I was making a final comparison. Is this the problem?

It's likely because you have 45 images open. Only 25 images or less (depending on the amount of VRAM in your system) will use the GPU for drawing the document/image. All the rest will use CPU.
