Photoshop's upper panel don’t work

can you help me to solve the problem?

I have already tried everything that is indicated on adobe website, it does not help.

1. Photoshop's upper panel don't work correctly. I perform one action, for example plastic, and for the next action the panel no longer works. I need to bleed the program completely and open it again.

@Vitaliia_Leibiuk9826 looks like you're using an older unsupported version of Photoshop, can you post your Photoshop system info, in Photoshop go to Help > System Info, hit the copy button and paste the entire thing into this thread

@Jeff Arola in the video the OP posted, the 3D option in the menu bar is there, so it's not version 25.12

I believe the bug or at least to some degree is related to the version of Camera Raw the user has.
