Photoshop Save dialog box always opens on 2nd monitor

I have tried to fix this issue for a very long time, and nothing has worked, both on my new MacBook Pro (2023), as well as my old one (from 2019). I have tried multiple recommended fixes for this suggested elsewhere and in this Support Community, none have worked.

Configuration:

•  MacBook Pro M2 Max 2023 (Ventura 13.4.1), on left is set as 2nd monitor, Cintiq on right set as Primary monitor.

•  Photoshop is the only application that has this problem.

•  I do not use Mission Control or Spaces – they are off.

I use Photoshop 6-7 days a week. Having to constantly turn to my 2nd monitor every time I have to save a new file in Photoshop, or do a "Save As" in Photoshop, is unbelievably annoying and stops my workflow.

 

If anyone has a fix for this, I would deeply appreciate it. It would save me a ton of time.
