Photoshop takes about 10 minutes to open. What could be the reason? Cache is cleard, laptop is new.

If you look at the splash screen, it lists the sub-modules as they are loaded. So you can see which module/component is hanging.
Also, post the full Help > System Info from Photoshop.

I changed the language to English to send you the system info, and now Photoshop starts immediately. I don't know how it works

Was this the first time you'd tried opening Photoshop with the other language?
I wonder if it was installing language packs?
If you had tried multiple times and it was slow every time, then that theory is obviously wrong.
If you'd only opened it the once, then maybe...

I installed the new language and open Photoshop twice — it was loading slowly but still opened in the previous language, until I changed the language in the settings and restarted the computer. Now it always starts quickly. Maybe the reason was that I didn’t restart the computer after clearing the cache ☺️
