How can Photoshop simultaneously boast an update when auto-update in CC is switched off? This, to me, is contradictory and is a oversight. aka a bug. Please see screenshot

It is not updating Photoshop, it's just informing you that an update is available.

Hey there, I'll move this to discussion for now.
We're sorry for the trouble. This will not update the app until you click on update. It only gives you a notification that the latest Photoshop v26.0 update is available, which is expected behavior. I will ask the team to review this behavior for future releases.

Or accidentally press enter with the widow focused. - Installing new software should be a concious decision not done by omission of action. Bad Adobe, no biscuit!

@Shivani Somayajula Actually, it's not a very important story, but even if you disable the update, sometimes the Creative Cloud app itself needs to be updated. And when you update the Creative Cloud, auto-update for individual apps will be reactivated.
Maybe it's related to this that Photoshop has been updated at will, even though I've disabled it in the community from time to time. (This bug? Or a minor issue is a few years old, but I haven't reported it separately because it's trivial.)

This has come up recently in the forum, it turns out it's a new function they're testing on some accounts (but not all).
The rationale given was that users are missing updates. In that thread they asked for feedback, and I replied that judging on the problems we deal with here in the forum, missed updates are not as big a problem as automatic updates catching users unprepared. What people complain about is that their actions, presets, brushes and preferences are lost without notice.
For that reason, I also said that I think the popup can be useful when automatic updates are enabled - but that it should come up 24 or 48 hours before the actual update is executed, so that users have time to prepare.
Obviously, there needs to be a way to turn it off in CC preferences.

There is always the worry that all the actions, brushes, preferences, tools, workspaces, gradients, etc are lost in teh name in progress.
My (personal) worry is that accidentally pressing the upgrade and I'll loose all ExtendScript .jsx functionality. . And then there will be weeks or having to re-write all my scripts.
But like you say, the crux being user unpreparedness.
