Photoshop update is wonky; spot healing tool takes a few seconds to respond, and offwith other tools

Just updated Photoshop 23.4.2 and it is all wonky. Spot healing tool takes several seconds to respond, brush goes big and small without prompting, keyboard shortcuts do not work. I recently changed to Mac Monterey 12.5. I use a Wacom, which is the Intuos 4 (a bit old), but my Apple mouse is reacting the same, so don't think it is that.

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

 

 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
