Photoshop Upgrade issue with ctrl+1

Now that I upgraded to PS2022, when I hit ctrl+1, the photo does not center anymore. It shows on-screen at 100%, but not typically makes the photo mostly off screen. For what? I assume it's another bug becasue there's no possible reason that is handy in any way. It seems like when PS upgrades, it means more and more key strokes to get the same things done.

See if going to Edit>Preferences>Tools and unchecking Overscroll solves the issue
