Photoshop v25.1 bug: Crashes entire computer except leaves only Photoshop open

When I went to open an image file on my computer- it proceeded to crash my computer and force close out all other programs (background processes and discord) , except for Photoshop in which the current file I was working on window was still visable. I was still able to use hotkeys to save in photoshop but nothing else within it's UI.

When checking taskmanger (which did work) it said that Photoshop was consuming a large amount of memory suddenly. Now I've had stutters before on this version recently when opening files but not this bad. 

Note: my graphics card drivers are up to date.

Can you post content of Help > System Info, it can be helpful to identify potential problem.
