So for me the program is unusable now.
Whenever I use any tool, instead of the tool doing what it should be doing it acts like the hand tool and moves around the canvas.
Things work fine when using a mouse, but without the ability to use the pressure sensitivity of my tablet I cannot accomplish my work.
This needs to be fixed now.
For now I'm going to have to use clip studio to do my work until the issue is resolved.

There should be no need for any workaround now that Microsoft have issued a further update to fix the issued caused in their earlier release. See here for details:

I logged in just to thank you, I've been losing my mind over this issue for the past 6 hours and somehow this video helped. It's odd, the video supplied the exact steps every other site was mentioning, but when I tried it again it worked. I don't know how it worked this time, but it did and that's what matters. What a way to end a highly stressful day (another long story).

I've been having the same problem with Photoshop since yesterday's Windows update but I don't use a Wacom I use a huion h610Pro

All of the fixes were for Wacom but not for a Huion H610PRO. After two hours, I finally got the fix and pressure sensitivity to work with my Huion.
I started out doing the text fix that davescm posted. When that didn't work, I left that in as I was going through the following.
The fix for Wacom says to disable Windows Ink, which there isn't an easy way to do within the settings for my Huion tablet, so I disabled them manually using the instructions in this link:

Basically, I installed the Local Group Policy editor and disabled Microsoft Ink within the editor.
After that I reinstalled the drivers for my tablet and restarted my computer.
Once it was restarted I reopened Photoshop and the pressure sensitivity was working again.
I hope this fix helps someone other than just me.

Encountered this same problem with my wacom cintiq 13hd as well. Almost every tool turns into hand tool when I zoom in. Did uninstall the latest windows update this April and it did solved the problem

I have the same issue but a second problem occur. I use a 13 hd cintiq touch and adding the .txt file in Adobe Photoshop folder works but only for the pen functions. That means the pen works properly but I lost all the touch functions. So I uninstalled the widows updates and after a first try I also deleted the text file but I still do not have the touch functions.
Anybody have the same issue with a Touch device ?

I also have this kind of issue with my brush tool on photoshop cc2017 recently with mi Huion Gt 221. I try to use on previous photoshop version like cs6, but it doesn't work. Even try to follow step from Dave notepad and so on. I don't see any progression. Any ideas or solutions for none wacom users?

With me the problem was this: In photoshop my tablet was dragging the stuff around instead of drawing/making a stroke? What the hell?
I was not able to reverse the last update so I did that with the txt file as Davescm explained and BAM! - works perfect

Hello,
this same problem happened to me too. I did everything said above and it started working again and worked fine for the rest of the day. Now its the next day and the exact same thing happens (no pen pressure + hand tool instead of pen) I tryed to check if my windows ink is disabled but it wont even let me open the tablet properties - says driver is not responding. I tryed to restart my pc and everything.
Please help. I am an illustrator and cant work on my deadlines without having pen-pressure.

I too am an illustrator, so can sympathise.
If all else fails you can go to Microsft support https://support.microsoft.com/en-gb/contactus/
Tell them that downloads have affected Adobe and Wacom programs on your computer and that you need to roll back from 16299.334 to 16299.309
They will do this remotely and will need access to your computer, the process takes half an hour roughly and the restart another half hour.
Once this has been done you must disable Windows updates, if you are not sure how to, follow this video How to Disable/Turn Off Windows Automatic Updates on Windows 10 (2017) - YouTube
When starting your computer each day double check the updates are still disabled. (I am informed Adobe and Windows technicians are working to resolve this problem, so hopefully, this won't go on for much longer).

You don't need to roll back the Windows update or disable updates just apply this registry fix.
1 Select everything inside the quotes here (don't include the quotes): “reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f”
2 Copy it with Ctrl + C on the keyboard.
3 Type Windows Key + X (together), a menu will appear
4 Then type "A" on the keyboard. That will give you an elevated administrator PowerShell command prompt.
5 Paste the command you copied into that window with Ctrl + V
6 Hit "Enter" on the keyboard
7 Reboot

Tried both PSUserConfig.txt and reg edit and neither of them worked for me. The PSUserConfig.txt didn't get me back the pen pressure after the Use Windows Ink was turned off. The reg edit brings back the old windows circle crap on right click that I spent ages getting rid of. I think the only sure solution is to roll back the update.

Have you tried leaving Windows Ink ticked ON? I mean, doing the PSUserConfig.txt thing (just as you've done) but just NOT ticking off the Windows Ink box. I believe that turning OFF the Windows Ink box just disables the pressure sensitivity of the tablet. I experienced this same issue but when turning the Windows Ink box back ON the pressure sensitivity worked again.

Disabling Windows Ink resolves the scrolling. The PSUserConfig.txt forces Photoshop to use the Wintab APIs to restore pressure and tilt.

Edit: I went back and looked at my settings again. I was incorrect by saying to Keep the Windows Ink box ticked in the "Photoshop" Application section. I was looking at the "All Other" selection when I wrote the above reply. Dave is correct. Sorry for the oversight. (My Photoshop Application selection box is OFF...My All Other application selection is ON.) Cheers.

When I turned Use Windows Ink back ON the pressure came back but so did the window panning problem. Here's my setup for the PSUserConfig.txt. Did I miss something?

Dang ...your settings look correct to me. Hmm...Maybe trying a app restart and/or system restart. I feel your frustration! This problem cost me 2 days. Ugh. Wish I could help.

Yes you've missed something. Your text file has two extensions i.e. it is named PSUserConfig.txt.txt - you can see that as your File explorer is set up not to show extensions yet is still showing .txt.
Type it again in notepad and in the file name just put PSUSerConfig Notepad will add the .txt extension

This fixed worked for me and seems to just disable whatever shitty feature Microsoft thought up to add.
basically halting whatever problem they created.
