Photoshop / Wacom / Windows interface issue

Working with:

Photoshop v25.6, just installed

Wacom Intuous PTH-651, driver 6.4.5-5

Windows 10, Ver 22-H2 for x64 (last edition, KB5036892)

 

I realize over the years there have been numerous functional glitches between these three products/services, which I've battled to diffuse as they arise.  The latest of these began this week, and I've been unable to sort a workable fix to maintain workflow.

 

Current issue:  Using Wacom pen in Photoshop, all is good, until I click away from the Photoshop app [specifically, in this case, to Windows Photos, to reference image files).  When I navigate back to Photoshop, the Wacom pen still operates within Photshop - EXCEPT that things brush-related (brush/eraser) no longer function.

 

I noticed that if I turn-off the Graphic Processor setting in Performance, this glitch seems to cease - however my work is reliant on the rotate canvas feature that won't work without the Processor (w or wo Open GL).  I'm trying to have both function, as they had for months previous.

 

The only other note I have is that I have OnScreen Display app for my monitor [which allow things like split screens] - but even if I disable this feature, the problem persists.
