Photoshop will not open after a reinstall 2022 and others

There is no problem with Bridge or Lightroom !
If I want to open a Raw (Neff) file in Bridge and I make the choice to open in ACR, that also works without problem, but it no longer goes to Photoshop. I first removed the existing apps before reinstalling.  Every time I want to turn off the computer I always get the following warning (see photo) and then I have to choose "Shut down anyway"Hopefully there will be an easy solution to solve this problem ( because I am old man and not an expert in languages !) Thanks Google translate !
