Photoshop Wind filter bug?

Whenever I use the Wind filter in Stagger mode, part of the image I'm applying the filter to gets drastically and inexplicably separated. This started out of nowhere. images below describe the issue:

^The same image but after applying the filter from the left, once. Notice part of the image has appeared on the other side of the canvas.

It works fine apart from the weird separation. This happens with every file, image and canvas resolutoin and I have no idea why.

Is this a common issue? Is there a known solution? I'm using Photoshop v 25.0 and Windows v 22H2. Image size is 4000 x 3171 px at 72 pixels/inch.
