Ok, not much info we can go on except MacOS.

Try File > Open and navigate to the file you want, it should open, if not, what error message do you get?

 

As a starting point reset the Photoshop preferences. 

Quit Photoshop

Hold down the following keyboard shortcut and start Photoshop:

  • macOS: command + option + shift

When Photoshop opens a dialog is shown that asks "Delete the Adobe Photoshop Settings file?"

Click on Yes

Hi, sorry to hear that please post the contents of Photoshop's Help>System Info... menu, so that we get to know your OS, its version, the exact version of Photoshop you are running, the date of the GPU driver, etc.

 

Did you get any error message? did you give Ps the necessary permissions?

High there. Reinstalling the previous has worked.
I tried reinstalled the new version and exactly the same. I couldn't access the 'Help' as along that bar was active and there was no error message.
Thanks for your help.

right on due date when im editing Back to back from light room to photo shop  now with the new update wont work.

when i right click my light room image and send to open in photo shop  image dose not open  panic  i need a solution asap

Check this: Apple changed the security requirements in MacOS Monterey and later. This is a big issue with Lightroom Classic, but can also affect Photoshop. Go to MacOS 'System Settings - Security & Privacy' and add Lightroom Classic and Photoshop to "Full Disk Access". Click on the lock icon to unlock the settings, then click on the plus icon to add Lightroom Classic and/or Photoshop if it isn't already listed. If it is listed, then just enable the checkbox. Such issues are often fixed by a reset

Perhaps try resetting Photoshop preferences?

(read this entire post before acting please)

Resetting restores Photoshop's internal preferences, which are saved when Photoshop closes.

If they become corrupt then various issues can occur.

The user Library folder is hidden by default on macOS.
