Photoshop won't open, it only loads endlessly

When I attempt to open photoshop it just loads endlessly. If i click the loading page a black boarder appears around it and it says it is unable to open. This has happened numerous times before and eventually it just fixes itself but not this time. Please help!

What are your specs?

OS, HD space available, RAM, Graphics Card(s), VRAM, Specific version of Photoshop, etc.
