Photoshop won't open - no error messages

Photoshop will not open. I have tried to open at the document level (Open with...), and from the Creative Cloud Desktop. It displays the same as the other working apps in the CC Desktop, and says that it is the newest update. I tried signing out of my account and starting over. I tried shutting down my computer for a while then starting it back up. It just does nothing when I click on OPEN in the CC Desktop. The OPEN icon is not grayed out, it looks exactly the same as the other OPEN icons which work. Help! Any ideas, any one?

Wouldn't let me uninstall it. It seemed to think that it was open somewhere. Contacted an IT friend who told me to sign out of Windows and reboot. That fixed it.

In Adobe Creative Cloud, try uninstalling, then reinstalling; better?
