Hi,

We're sorry about the trouble with Photoshop. Would you mind sharing the version of Photoshop you're using along with the version of Windows you're working on? Did you start experiencing this issue after an update to Photoshop or to Windows? You've mentioned that you did a factory reset which didn't help. Would you mind telling us what you're referring to? Have you tried re-installing the app to check if that helps? If not, please try that to check if that helps.

You can also try running Photoshop as administrator by right clicking on the Photoshop icon & selecting the option to Run as administrator. If you're able to launch Photoshop as administrator, please check out: https://helpx.adobe.com/photoshop/kb/required-permissions-photoshop-cs5-windows.html

Regards,

Nikunj

He has the same issue as many others. If Task Manager shows Photoshop.exe already running under the details tab, then Photoshop will not open until that task is killed. Photoshop does not clear when it is closed and this is the cause of the problem. If the PC is rebooted, then Photoshop will not be running. If it is then opened, thend a photo edited then saved and close again, it will remain in Task Manger as running and you cannot open it again until that running task is ended.

I have the same problem as Philfy Phil, except that as of the October update to versio 24.0.0, Photoshop is often not listed in the running tasks and the only way to get back to Photoshop is to re-boot the computer. Waiting to see if an update sorts this out. Having to clear with Task Manager was bad enough, but having to clear with a computer restart is just not acceptable.
