Pinning annotations in the icloud share not available in newer version

Hi there I'm semi new, I was using an older account that had the pin option in icloud share.  Now when I go to do that the pin icon it is gone and yet it mentions it is still an option.  Could some very nice individual let me know what the new option is...

Have you tried clicking the blue Share button in the upper right of the screen? You can either invite specific people to review it or create a link and send that link out to whoever you'd like to be able to comment.
