Hi. I recently switched PCs and I've just installed Photoshop (Ver 21.1.3) and immediately noticed some issues with pixelation. I see it happening in two specific areas - the first is right when I boot Photoshop, the loading splash screen is pixelated. Next is when I pick brushes - the brush stroke previews appear pixelated too.
Some specs:
Graphics card - Nvidia GeForce RTX 2060 Super (updated with latest Nvidia drivers)
Screen resolution - 2560 X 1440
The UI Scaling in Preferences>Interface is set to Auto. No change when I switch to 100%
Scaling on Windows itself is set to 125%
I've included screenshots of both cases.
Kind of frustrating because this is a brand new PC.

What size is you 2560x1440 display is it like a 12" surface pro. They need some scaling. The splash screen is part of Photoshop UI and would be scaled By Photoshop UI scaling. While Brush stroke preview are part Photoshop UI and will be scaled by Photoshop UI scaling. There is also a slider in the Brush palette that can scale your brush stroke previews strokes much more than Photoshop's UI . If the slider is not in the left most position your Brush stroke previews are scaled much more the you windows display scaling setting.

Hi JJMack, thanks for replying.
My display is a Dell 25 inch monitor model "U2520D". I'm aware that I can use the slider to change the preview's size, but it stays pixelated in every size. I actually found that if you move the slider anywhere and then click again on where you left off it becomes unpixelated. But the default is always pixelated. Any ideas?

Did you ever find out what causes the splash screen pixelation? I've had it on every 4K PC for the past 5 years now. I've always wondered.
