Pixilation of Website Favicon

There is pixilation in my website favicons. They are often displayed at a small size. The favicon is pixilated, and it is difficult for users to recognize my website. How to resolve this issue?

This has nothing to do with PS. You can have multiple favicons and reference them in the web sites' CSS code using device-specific/ conditional classes to pick the right one for different resolutions and sizes. Likewise, you can use vector based SVGs or rely on Google or you web hoster resizing stuff upon delivery using server-side processing. You just need to configure your web site accordingly.
