Our understanding is that Adobe are only stopping new subscriptions from Russia.  If you already have a Creative Cloud subscription you will be unaffected.

Yes, but you cannot extend your existing subscription if you pay from month to month due to the limited payment options: visa, mastercard, paypal - which are all quit Russian market.
