I suspect a third party plugin called 'FITS Liberator' is what you need (feel free to Google more).

The only plug-in i know of was the FITS Liberator Plug-In for Photoshop (think it was Windows only back then).

However, from version 3 it's a stand-alone application (Windows & Mac)  and it's also Open Source (Thumb's up for that!). There are some Photoshop Scripts, Actions and a Panel for integration with Photoshop at the Download the ESA/ESO/NASA FITS Liberator v3.0.1 | ESA/Hubble | ESA/Hubble page.

As this application is pretty ”old”, it could have some bugs on newer systems.
