Poor Performance using GPU, Extremely Slow Redraw

My specs:

Ryzen 7 3700X
Nvidia RTX 3070 FE - Running Latest Drivers (471.96)

32GB dual-channel 3200 MHz memory (16GB allocated to photoshop, XMP running correctly)

Windows 10 19043.1165
Running Photoshop 22.5.0

All drivers up to date, OS up to date, Photoshop up to date

 

When running photoshop with the "Use Graphics Processor" setting turned on, it takes far longer than expected to switch between tabs based on my specs, and attempting to drag an image of 2600x1733 px with the hand tool or using the scroll bars can result in Photoshop freezing for anywhere up to ten seconds before responding and moving the image. During these moments, GPU usage is at 0%, CPU usage is under 10%, and Photoshop is only using <2GB of memory while >16GB of memory is available. This is true regardless of any changes made under the performance settings in preferences. The efficiency rating is always at 100% during these issues. What could be wrong?
