¿Por qué no puedo usar el "Suavizar"?

La opción de "Suavizar" no puedo usarla y no se por que. ¿alguna solución o una explicación?

i got  the brush selected, i dont know why i cant use the tool soften. sorry for the fails, i dont native speaker of english.

Reset the Brush Tool by right clicking on the big Brush icon in the tool options bar and click on Reset Tool.
