Pressing shift creates a ghost hook without letting go of shift or clicking anywhere else

Since the update when I go to shift-click, before clicking and definitely not letting go of shift, just upon pressing shift and not moving, photoshop creates a hook. This makes working impossible.

Hi @Danielle24052343hl0b , sorry you are having this issue. Testing here it appears to work as intended, would it be possible for you to share a video showing this issue?

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
