Problem about photoshop 2013 timeline

my photoshop 2013 timeline can't use onion skin and even can't use New Blank Video Layer.Help me please:)

Please tell us which version of your OS you're using. Also, there have been HUGE changes to video from these older versions. Adobe no longer supports some technologies, and therefore the underlying apps can no longer process some of the requests they receive for video functionality. This change happened around 2015. Adobe stopped allowing the downloads of older versions, and also stopped supporting functions within apps, that required those codecs. Please see:
