Problem "could not open 'filename.mp4' because the video file could not be opened" in Photoshop 2022

Hi, for an assignment I have made a Cinemagraphic in Photoshop with a video of my own. I filmed the video with my phone and it's an MP4 file, but when I try to open the file in Photoshop it says "could not open 'filename.mp4' because the video file could not be opened". I have tried opening the videos with Bridge or importing them as a video frame to layers but nothing works.

I'm using a Windows Core i7 laptop with the latest Photoshop update for reference.

Same here. Windows 11. PS 2022. SOME MP4's can be opened, and others throw the "could not open [file] because the video file could not be opened." Opening the file in Windows "Movies & TV" program works fine.
